What institutional accreditation covers
Institutional accreditation evaluates an organisation as a whole: governance, leadership, financial stability, academic policies, quality-assurance systems, student support, and the integrity of awarding practices. An institutional review examines whether the institution has appropriate management, reliable reporting, clear student information, and systems that safeguard academic standards across all programmes and delivery modes. Institutional recognition communicates that the organisation meets baseline expectations for sustained governance and institutional effectiveness rather than endorsing specific programme content. (See sources 1, 3.)
What programme accreditation covers
Programme accreditation (also called specialised or professional accreditation) assesses a specific course, faculty, school, or professional programme against discipline-specific standards. Reviews focus on curriculum design and learning outcomes, assessment practices, graduate competencies, practitioner readiness, and suitability for professional licensure where applicable. A programme-level award means the named course meets sector or profession standards; it does not by itself guarantee institutional governance or institutional licence to operate under local law. (See sources 1, 2.)
Key differences at a glance
- Scope: institutional = whole organisation; programme = single course, school, or professional pathway.
- Purpose: institutional reviews measure the fitness of governance and systems; programme reviews measure curriculum quality and graduate preparedness.
- Regulatory effect: institutional recognition often supports institutional eligibility in national systems; programme recognition often affects professional licensure or sector acceptance.
- Use for students: institutional recognition signals organisational reliability; programme recognition signals suitability for specific careers or regulated professions.
How institutions and students should interpret each type
Students should check both an institution’s organisational recognition and any programme-level recognitions relevant to their intended profession. Employers or licensing bodies may require programme accreditation for entry to practice even when an institution is institutionally recognised. Institutions should not present accreditation in a way that implies governmental recognition or statutory degree-awarding powers where none exist. Institutions remain responsible for complying with all applicable national, state/provincial, regional and local laws regarding operating and awarding qualifications. (See sources 1, 3.)
Common combined approaches and benefits
Many systems use both approaches: institutional review ensures systems and consumer protection are in place, while programme review ensures discipline-specific quality. Combined use increases transparency for prospective students and employers, supports continuous improvement, and helps institutions demonstrate both sound governance and programme-level outcomes. International quality bodies view these approaches as complementary elements of a robust quality-assurance framework. (See sources 2, 6.)
Practical checklist for institutions</html>
- Confirm the legal right to operate and to award any qualifications in every jurisdiction where you recruit students.
- Maintain clear public information about institutional recognition, programme recognitions, and any limits to qualification use.
- Develop and publish QA policies that link institutional governance to programme monitoring and assessment.
- Where programmes prepare students for regulated professions, seek appropriate programme-level recognition or demonstrate alignment with professional standards.
- Notify any external quality body promptly of major institutional changes (ownership, governance, delivery model, or location). (See sources 1, 3, 6.)
Misunderstandings to avoid
- Do not assume institutional recognition automatically satisfies all professional or licensure requirements—programme accreditation may still be required.
- Do not present non-governmental recognition as governmental approval or statutory degree-awarding power.
- Do not omit jurisdictional legal responsibilities: accreditation does not replace licences, registrations, or compliance with local law.
ITAA’s approach to institutional and programme recognition
ITAA provides independent theological accreditation and institutional recognition tailored for theological education. ITAA evaluates institutional governance, academic standards, and student protection systems. ITAA may also assess particular programmes where ministry or professional readiness is at issue. ITAA’s recognitions are non-governmental and do not confer statutory degree-awarding powers or replace any legal licence or registration required by local authorities. Institutions remain responsible for compliance with all applicable laws. For full legal and accreditation detail, see the Important Accreditation Information link in the footer.
Frequently asked questions
Institutional accreditation equals professional licensure for graduates.
Programme accreditation or professional board approval is often required for licensure; institutional recognition alone may be insufficient.
Accreditation replaces an institution's legal obligations.
Accreditation does not replace licences, registrations, or compliance with local laws; institutions retain legal responsibility.
ITAA’s Role
ITAA offers independent theological accreditation and institutional recognition to promote transparent governance, quality assurance, and student protection. ITAA is not a governmental accreditation authority and does not grant statutory degree-awarding powers. Institutions remain solely responsible for compliance with all applicable national, state/provincial, regional, and local laws. Accreditation status does not replace governmental recognition where required. Read the full Accreditation Disclaimer for legal details.
