Overview
Moderation is the set of policies and practices an institution uses to ensure assessment decisions are consistent, fair and reliable. For theological institutions, effective moderation protects students, maintains academic standards and supports transparent decisions about progression and awards. ITAA assesses moderation as part of its overall review of quality-assurance systems and governance.
What ITAA looks for
- Clear moderation policy: documented roles, responsibilities, processes for internal and external moderation, sampling rules, timing, and reporting.
- Evidence of implementation: records of moderated samples, minutes from assessment boards, external moderator reports, and completed moderation checklists.
- Externality and independence: use of suitably qualified external moderators or examiners who operate with documented independence and remit.
- Consistency across modes and sites: procedures that cover online delivery, multiple campuses, placements and adjunct assessors.
- Appeals and academic integrity: clear links between moderation, assessment feedback, appeals procedures and academic misconduct policies.
Types of evidence assessed
- Moderation policies and handbooks showing sampling strategy and criteria.
- Samples of marked assessment with moderator annotations and matched grade distributions.
- External moderator/examiner reports and responses by the institution.
- Meeting minutes from assessment boards and programme committees demonstrating decisions and follow-up actions.
- Training records for markers and moderators and records of standardisation events.
Assessment of risk and effectiveness
ITAA evaluates whether moderation arrangements adequately reduce risk to students and the award. Assessors consider frequency and coverage of moderation sampling, responsiveness to identified issues, evidence of closing-the-loop actions, and whether external moderation is meaningful and timely. Weak or inconsistent moderation increases institutional risk ratings and prompts required improvement actions.
Common weaknesses found
- Policies that exist but are not followed in practice.
- Insufficient sampling of work or inconsistent sampling approaches across programmes.
- Over-reliance on internal moderators without independent external scrutiny.
- Poor recordkeeping: missing moderator reports, no evidence of standardisation events, or unsigned assessment board minutes.
Practical expectations for institutions
Institutions should maintain a single, published moderation policy applied consistently; keep organised, retrievable records; use external moderators with defined terms of reference; run periodic standardisation events; and ensure assessment boards formally record decisions and actions. Where problems are identified, institutions must show corrective action and monitoring.
When ITAA requires action
Where moderation deficiencies threaten academic standards or student outcomes, ITAA may require an action plan, targeted monitoring, or interim conditions on accreditation. Persistent or serious failures can lead to escalated compliance activity under ITAA’s regulatory framework.
Frequently asked questions
Does ITAA set specific sampling percentages?
ITAA expects sampling to be proportionate and documented; exact percentages are for the institution to justify and record.
Must external moderators be international?
External moderators must be appropriately qualified and independent; jurisdictional fit is considered but international appointment is not mandatory.
Moderation is only about marking consistency.
Moderation also covers standardisation, external scrutiny, recordkeeping, appeals alignment and actions to improve assessment practice.
ITAA replaces national quality processes through its accreditation.
ITAA provides independent theological accreditation and does not replace or override local laws, registration, or governmental recognition.
ITAA’s role regarding moderation
ITAA assesses moderation as an integral part of institutional quality assurance. ITAA confirms whether policies and practice protect students and support reliable awards, and it requires corrective action where moderation is deficient. ITAA is an independent theological accreditation body and does not grant governmental recognition or override local legal requirements.
